I got an RTX2080 for 50,-. Guy said it doesn't work anymore. Turns on and fans start spinning but only black screen. I thought at what the hell I'll give it a shot. Indeed it doesn't even post, I know the rest of the PC is okay because I use it daily. I thought for troubleshooting to check bios. But I don't have a iGPU. I do have my 2060. Can I use it in this configuration to troubleshoot? Or is it a recipe for disaster?

Remove the 2080 temporarily.
Then go to the BIOS. there may be an option to explicitly define the secondary x16 slot to be the one the board tries to find the first video card on
Once you get that set, put back the 2080 and see if you can get something
Yes it didn't fit the other way. But I just tried it and it would display and recognize the rtx2060. The rtx2080 is not recognized by the BIOS so that's not good.
Card is very likely to be unable to start and get itself visible. That's definitely not good and likely unsolvable without hardware repairs.
Time to do physical inspection of the card itself
Look for cracks, damage, chipped items, burnt items, etc.
The bracket does look a bit bent. can that be an issue? I do notice it still has the warranty sticker on it so it hasn't been opened yet. That's maybe a good thing.
Cosmetic. Look elsewhere
It's not like it can cause a short when contacting the mobo?
You might be thinking of a different part when you are mentioning "bracket". Please circle the part.
