OK. Try this.
Download Display Driver Uninstaller (DDU) - Remove AMD/NVIDIA/INTEL Graphics Drivers Cleanly - DDU is a driver removal utility that helps you completely uninstall AMD/NVIDIA graphics card drivers and packages from your system, leaving no leftovers behind, including registry keys, folders, files, and driver store.
In Safe mode, this remove all NVIDIA GPU drivers. This will also remove all traces of GFE and NVIDIA App.
Once it restarts, let the computer sit and wait until it installs drivers on its own. When that happens, tell me the driver version it installed. (The NVIDIA Control Panel likely will be able to be opened at this point, so report the number there.)
how do i use safe mode
Find out how to boot into safe mode in Windows from Settings, the sign-in screen, and a black or blank screen.

(The other NVIDIA apps? They won't really affect anything driver-wise. Same for the PhysX stuff.)
I deleted control panel and experience, but when i try audio driver and graphics driver it says "do you want to allow this app (windows host process) to make changes?"
i click yes it it doesnt do anything afterwards

C probably no. just get the files from Users(your username) and any games that save in unusual locations
