SO basically from the last 3 months im trying to fix my gpu's usage, which seems just not to work. I have tried resetting my windows reinstalling my graphic driver and I even tried to force windows to use my gpu. Still doesnt work. Please help me Nvidia!!

...you did check if the GPU is actually working correctly and it's not just a false usage %? (Which happens more often than you'd think)
Use 3DMark to check.

yea I used the Task Manager
it showed graphs
which were switching between 1%- 5%
sometimes even 0%
Key Point- My Iris Xe (Tiger Lake) has shown 100%, while in the same test the mx450 remained at the usal 1% - 5% range

Download this first. Install this. When you open it it will ask you what mode you want to be in. Tick "sensors-only", then let it continue opening.
Once it's fully open, you should see a lot of values. Screenshot this window. Scroll this window to get more, and screenshot again. Repeat until the end.
If the issue is that your dedicated gpu is not being used, then make sure to check the following things
- your gpu isn't overheating to make it switch to the integrated graphics or just reduce its clock speed
- check if your preferred graphics processor in the control panel is your dedicated gpu

Instead, go to Windows Settings > System > Display > Graphics for where you set this

that isn't relevant in the grand scheme of things as misreports do happen and isn't considered a useful data point anyway here
Considering the age of your laptop, disassembly will be needed so you can access and remove the laptop's heatsinks to:
- clear out all dust
- re-apply thermal paste on the CPU and GPU dies
- if needed, re-apply thermal pads on GPU VRAM
Not confident? Get a repair shop to do it for you.

and no more fps drops
Please be aware that this would be a workaround and doesn't directly address the root cause, that is a cooling system that isn't working well
