Check if the 3070 does exist in the first place in Device Manager > Display adapters

Right click that video card, click "Properties" and tell me what error code it's saying

Parts can fail at any moment. Most either fail right after they're produced (due to manufacturing issues) or a few years after (just due to aging components)
