You need to keep the settings identical or it'd be meaningless.
Also, what CPU and RAM?

We were running the same settings, the game has very minimal settings to change. I have a 13600k 5600mhz Corsair vengeance. Uhh 1440p 165hz for me and him
What cpu does he have? Are he/you running anything outside of the game? Any modifications?

We are probably running mostly the same apps on the outside of the game. He’s running a 7800x
Well, i'd double check. Anything can make a big difference, Sam/Resize Bar, etc. Wonder if the game favours the 7800x?
Can you post a screenshot of Task Manager > Performance > Memory?
(It should look like a graph, and contains stats about the slots in use and the speed.)

Fair enough. However, a question remains: is the desktop truly idle? Some GPU load remains. I'd expect 0-1% doing nothing.
wdym my friend has a (technically worse) gpu and is running discord in the background plus other apps and gets way more fps then me
Your computer. The Task Manager indicates that your GPU is doing some work. Even running most desktop apps shouldn't amount to anything more than 1-5%
Desktop apps that aren't rendering (changing contents) can be treated as 0% load

I also looked at a video running red dead 2 and their 4070 ti super was running around 30-40 fps more than me in the same scenario, resolution and graphics settings.
While on the desktop, with Wallpaper Engine closed. (You probably should show the GPU 1 section in Task Manager)

This game's quality slider is resolution and hardware dependent. For best results, match the text labels on the individual settings than relying on the preset slider.

OK. There doesn't seem to be any obvious hardware issues, so I'd probably run 3DMark Time Spy as a sanity check for performance. Post the results screen.

Before we continue, what's the timings on the RAM? (it looks something like "36-36-36-76" as an example.
(The slow RAM comment is because 5600 RAM is JEDEC spec nowadays, and the CPUs likely can handle 6000 or even higher with ease)
(Latency is also important though)

Yes I saw lol. I run tighter timings on 8400 mt/s. 5600 + 36 is probably a Samsung or micron kit.
Realistically, if you wanted to index on tighter timings you’d run a SK Hynix kit doing 6000 mt/s cl30, AMD Zen 4 more or less excels right there
Probably time to buy new RAM either way to make that Intel fly
