Something's wrong; GPU VRAM is not clocking
Install and run this. When prompted, tick "sensors-only" and let it finish opening. Once it's open, without closing HWINFO64, re-run the 3DMark test.
Once 3DMark finishes, screenshot and post the contents of HWINFO64. Of interest are all CPU and GPU sections.
GPU memory never increases clocks from near idle
If this laptop isn't plugged in, plug it in.
If it were, unplug it, and plug it in again, after 15 seconds
Also give the laptop maker's utilities a check and toggle some kind of performance mode or profile. Usually I'd probably try to change it to some kind of power saver, then back to balanced or performance and see what happens

and i have an alienware software that also has preformance mode
See what happens when you put them both to Balanced or the closest equivalent

First, try using the Media Creation Tool to make a USB installation disk.
DO NOT RESTART YOUR PC
Instead, run the setup on the USB you just made. You can skip the updating part.
When it asks you to confirm that it will upgrade while keeping apps and documents, check that it really is what it is saying, then go ahead and perform an over-install.

Yes, of 8GB+
If you don't have one, I suggest buying a 64GB to start with. Any smaller capacity is poor value when you want to reuse the drive later on.

You can use this to backup your personal files, but I wouldn't suggest using this as your USB install disk

You NEED to manually make copies of what's in your personal folders (Documents, Pictures, Videos, maybe other folders you can find in C:\Users\(your username))
Restore Points only deal with the basis system information and system files. It does not deal with personal files. And the points are irrelevant if you replace the OS anyway.
