Does the coil whine in the video sound normal for this setup? Even with the glass side panel on and with game audio the noise is still easily detectable. Also, I'm not sure if the coil whine is the PSU or the GPU, I couldn't figure it out with the methods I saw online. I noticed that the frequency of the whine seems to correlate to the MSI Afterburner frametime graph, with spikes in frametime being audible as brief loud squeaks, then going back to a constant noise with the oscillating frametime graph.

What does the voltage says when you open the GeForce overlay?
GeForce overlay says 1.1v but msi afterburner says 1.050v
Its steady at 1.050v
This is with stock clocks and power limit
ok and may just need to get it replace cause the voltages is good and may just just be the coil or something in the PSU not connected right from making that loud noise.

try running a really easy to run game with the vsync off. if it's gpu it should be the one setting it off, and the pitch varies with the frame rate
(try 3dmark and download one of the discontinued benchmarks, like ice storm)
if the whine doesn't vary with the frame rate, it's probably the psu
I actually already got a replacement psu and the sound is the exact same before and after, both units were the Corsair rm1000x shift. I’m using the included Corsair 12VHPWR cable and all connections are secure.
If you can just replace it with just the RM1000x

Eco mode isn't listed anywhere on the Corsair site

My bad i thought i was in the other chat. But the one you have the fan noise is much louder then the RM1000x.
The fan noise hasn't been bothering me, I actually haven't noticed its loud or anything, the main annoyance is just the coil whine high frequency sound

When I look at the sky (390 fps) the pitch is higher, then when I look at the ground (310 fps) the pitch is lower
Based off of the video would you say this level of coil whine is normal for a 4090 FE? My monitor is 4k 240hz so that may contribute to the issue. Even at lower fps (like 60fps) I still get considerable whine though, the pitch is slightly lower and its a little quieter.
Yes cause of the way how it's made due to the side connecter on it. And the one i have is really quiet and i be forgetting it's even in there which is the RM1000x. I was in the same boat when i saw the Shift and its been some views i saw which turn me into getting the 1000x.
I guess I could return the power supply still, unfortunately the sale that was on at my local computer store ended so I won’t be able to get one for such a good price like I did with the shift anymore, I’m just worried that this won’t fix the problem and I’ll be out the extra money for no reason. Do you know if the issue I’m having where the coil whine frequency changing with frame rate is even actually the psu fan and not the gpu?

Ok and only thing I would try doing for the coil whine is this, Just cap your framerate to a fixed framerate globally with Nvidia Control Panel, 99% of the coil whine will go away. (If you want to cap at your monitor's highest refresh rate, just turn on Vsync globally).
I already cap all my games at 240hz which is my monitors refresh rate, the coil whine is slightly quieter when I do this but it’s still very loud to the point I can hear it over the game sound with the side panel on
Now dealing with your FPS and graphics I would lean more towards an intel 13th or 14th i9. Due to the fact that help process a lot quicker then the Ryzen 7.

Adjust your overclocked settings – if you have overclocked any of your components, you can also try to lower the clock speeds. Check what tools your manufacturer has – often manufacturers of PC hardware will have some tools or software that you can use to help prevent or limit the effects of coil whine.
Which is it being loud your GPU or PSU or Both?
My cpu is stock as the 5800x3d is locked, my ram is just using the standard docp profile and voltages it’s rated for. I initially couldn’t tell what the source of the coil whine was. I assumed it was the psu so I returned it and got a replacement unit but it was no different. After reading up on it, it seems that the gpu is producing the sound, but I’ve been having a hard time actually pinpointing between the two. From what legendary mimhilda said I’m inclined to believe that it’s the gpu as the pitch of the whine changes with frame rate.

Fair enough, I just wanted to see if this was expected from the 4090 FE or if I got especially unlucky somewhat. I read the FE was better for coil whine so I didn’t expect it to be this bad. I just want to deal with it before the return window is up. If I was especially bad then I would want to return it and get a replacement while I still can. Or even go for another brand. I see lots of people complaining of coil whine that they can hear unless they put their ear up to the case, at this point I wish it was that quiet so I could only hear it in that situation. It being audible over the game sound is quite annoying though. I guess I was just expecting a more premium experience in this regard at this price point as my 3090 didn’t have could whine issues like this.
I’m power limiting to 60% usually with overclocked core to 3000MHz at 1.050V and +1500MHz memory clock. Even at stock power limit and clocks though the noise is just as bad. I’m using three monitors all connected via display port, my main monitor is 4K 240hz, and my other monitors are both 1080p 60hz
