#Problem with drivers

Install and run this. When asked, use sensors-only mode. Post screenshots of the entire thing; you'll need to scroll and take multiple screenshots. Do this on both desktop idle and in an affected game.

and disabled the hardware in configurations and it doesn't work either
What I've done is format the PC, go back to previous drivers, look at Windows settings, and the only thing I've seen
is that when I go to Device Managers and in the Display Adapters part I select my graphics card
I click on disable and everything goes normal as if there was a specific setting that when I restart the PC it erases that setting

Now, restart your PC, and then start HWinfo and open the sensors. After that, run a game. Once the game exhibits low frame rates, check HWinfo. (It may be easier for you if you ran the game in borderless or in a window.)
You are using the original AC adapter for your laptop, right? Not a substitute, nor a USB Type-C charger on a laptop that supports a barrel pin

Something is preventing your video card from going to the maximum power state
Check the performance mode of your system.

There's probably something you can change between default/balanced and any other plan. Try changing things around
Do I see that in the energy plan?
Look for Acer NitroSense or PredatorSense in Start
Depending on which lineup your laptop is in
If you toggle it and save it, but it still sticks, next is to check NVIDIA Control Panel > Manage 3D Settings. Here, try changing the power management mode to Maximum performance. Restart your PC.
Suspecting broken hardware or power management
Perhaps the latter since it consistently restores itself when you reinstall drivers
