basically the encoder encoded garbage

can't ungarbage the garbage unless your game is singleplayer and had a cutscene viewer, for cutscenes

then replay them

but most of you clipping are likely playing online games

if you have an affected video card, doesn't matter. driver update is where it's at. if you are on a broken driver, the driver can't use the hardware correctly. every software is affected.
