Tell me your frame rate. Let it sit. (Keep HWINFO open.)
Once the frame rate settles, show the stats HWINFO provides.
Performance mode is for potatoes.

I haven't been playing Valorant for a long time
I don't really care about frame rates as long as you are still above 200 in that kind of game anyway

Considering your CPU and my experience with a similar CPU in mobile form...

There is no problem per se
Why not increase graphics? Such low quality won't matter if the CPU can't run any faster.
I'd probably suggest DX11 High
See what frame rate you get. And hwinfo stats.
