Did you use Display Driver Uninstaller to get rid of AMD drivers?

Considering your CPU and my experience with a similar CPU in mobile form...

CPU bottlenecked

There is no problem per se

#

Why not increase graphics? Such low quality won't matter if the CPU can't run any faster.

I'd probably suggest DX11 High

#

See what frame rate you get. And hwinfo stats.

I didn't replace the RX 6600 with a 3060 Ti so I wouldn't play performance

You probably didn't realise that you are hard CPU bottlenecked

#

So Performance mode is pointless

#

I will not help troubleshoot this issue as there is no issue.
