Task manager reports: 100%, 92 degrees celcius
CPU-Z reports: 139.0MHz GFX Core, 810.0MHz Memory (Base: 1518.5MHz GFX Core, 5505.0MHz Memory)
GeForce Experience reports: Latency: from 99.8ms up to ~300ms, 15-20fps, 8fps 99%, 80-98% GPU load
MSI Afterburner reports: 139MHz GPU, 810MHz MEM, 92 degrees celcius (basically CPU-Z reports)
Latest drivers: ✅

The water-cooling system have failed.
The pump stopped... pumping water between the tubes, which stopped cooling down the video chip, which made it eventually idle at 90 degrees celcius.
The GPU was constantly throttling, and that's why the FPS was low.

Currently running AMD Radeon HD 7790 (2gb), the GPU is on maintenance.

Interesting fact: the paste is so dry
