You didn't specify the game, but the 10400F and 2666MHz RAM can find itself CPU bottlenecked easily nowadays

You got 16 GB ram. Probably not dual channel (big fps drop)

Also clean install 537.58 driver and disable MPO

I am getting 100% gpu and 50% cpu usage
