Take a photo of the back of your PC, too.
Intel Core i5-12600K, Intel Core i7-12700K, or i7-10700k will work good with a 3060. The CPU you have in there will only work the best for a low end GPU like the 1050 or the 1650. If you can bump your CPU up to an i7. And also may have to eventually change your motherboard cause gigabytes is not a good brand. And if this PC is old then it's ok to OC, but if it's not old i wouldn't recommend you doing any OC on this PC at all.

Alright. Since you mentioned Fortnite: check the game settings if they've been changed
(Post a screenshot of its in-game settings here.)
(You can verify if the game is working properly. Set everything to minimum possible and see if you get hundreds of FPS, then set everything to maximum possible including RT, and see if you get 99% usage with vsync and all frame limiters off.)
You can also check with 3DMark to confirm that the hardware is performing as expected. Get the Basic Edition, which should present itself as "Download Demo" in the Steam store page, and run Time Spy. Post the results here.
my gpu usage everything on epic settings is 90% but its not consistent it drops to 60% and then my fps drops very hard from 70 fps it drops to 30 fps
cpu usage is saying 9% but that not the case its on 60-100% rn because of epic settings

What monitoring software is it?
Monitoring software that are out of date are not able to obtain accurate CPU usage metrics in Windows 11

i have my windows power plan on ultimate preformance and in nvidia control panel i have power managemenet to prefer maximum preformance
Check if it improves with them set to Balanced and Normal respectively. It's a bit counterintuitive, but sometimes High or Ultimate Performance sandbags boosting algorithms. And Power Management set to Max Performance is redundant if you are already using Reflex at On+Boost.
well now its not dropping below 60 fps and its 97-80% usage

If it can maintain this frame rate all the time, then I'd suspect that it's just the CPU being on the slow side for some reason
especially since you are basically running normal RAM instead of XMP
i can enable xmp but i will need to flash my bios because this bios version does not support xmp
i did not screenshot it but i started my next game and my fps was all over the place (20-30-40-50-60) while i was on the ground i was having some extreme fps drops like from 60 fps to 10 then to 30 then to 60
and my gpu usage was like 40%-60%-90%-60%-50%

@magic hull when you upgrade your CPU to an i7 or i9 you'll be fine. The i5-f series i wouldn't recommend especially if you have a 30 series GPU.
but my gpu usage isnt even that high it does not bottleneck my pc so much i have 3% bottleneck according to pc-builds website (that website is recommended by many tech nerds on youtube)

The overlay you are using, again, is not able to capture CPU usage correctly in Windows 11, so some of the information it has is meaningless.
Due to the way games work, as soon as one core is maxed out, everything else stops mattering. Your CPU tops out at around 4 GHz at full tilt, and the game sure looks like some kind of older game at pretty low graphics settings. You're very likely to be butting to the limits of one single core's maximum speed, so low settings won't really increase your frame rate.
If you do not want to pay for a new CPU, increase graphics settings in the relevant games to increase GPU load
