Make sure the settings are identical (without knowing the game name I am assuming both are minimum settings and 720p or less as it looks esporty)
Task Manager > Performance > Memory. What's the clock speed and amount of RAM slots in use here?
The game is Fortnite. Right now I am not at my pc setup. I will check asap.

Even when I change my hertz of my monitor from 240 to 60 the fps is still the same. I even lowered the 3d res in Fortnite and it is still the same fps. I see pcs with a 3060 and a i7 running 1000+ fps and I am getting only 300-400 fps with a 4070 and an i9.

Also keep in mind that in 2023, the engine of the game got a massive overhaul. The game is more difficult to run as the same setting labels now mean a completely different thing. Check the video dates.

It's as if my FPS is capped
Right now I have it capped at 360 but when I am talking about when I put it as unlimited.
I changed it to 50% 3d res.

Also, honestly, if you're already hitting 700 fps anyway consider getting out of Performance mode and use DX12

Nope I close out everything using Task Manager. Only a plain black background.

There isn't a need since you didn't know of its existence, but usually in the services tab of msconfig you can disable services. Want to keep all Microsoft and hardware driver services on no matter what.

If it used a third party debloater tool or anti Windows spying thing, assume your OS is hosed and consider reinstalling Windows.

These graphics are what all the pros use to get the most amount of FPS.
Fun fact: esports venues can and do mandate both a fixed resolution and preset nowadays to prevent advantages from potato settings

i have an i9-13900kf with a 4070 getting 400-700 fps and i see people with a 3060 and an i7 getting over 1k for using the same settings as me buddy
If you are using HDMI you won't be able get that high amount fps you want and using the right monitor to get a higher fps.

For future reference i wouldn't recommend getting any CPU that's a KF not enough speed to process a lot of things even in game.
