How exactly a laptop display is wired up is different from model to model. They might have a model that allows switching between iGPU and dGPU, while yours only runs on the iGPU
Display Settings in the Nvidia Control Panel will obviously only appear if the display is connected to an Nvidia GPU

You can usually configure your display settings in the Windows Settings, or in the control panel of your iGPU (that's Intel Graphics Command Center for Intel GPUs and AMD Software: Adrenalin Edition for AMD GPUs)
On the windows settings there is only a 144hz button. Is there a way to change it?
What are you actually trying to do here (see The XY Problem)? If you want to limit an application to a certain frame rate, it's usually a better idea to set that up in that application
