i've had an issue for about 5 months now where whenever i open ow i've have 10-15 fps. every other game runs fine. i've checked and played w battery boost on geforce, in game settings, and my task manager but nothings changing the fps. what should i do

that's weird, your CPU usage is maxed out . Almost seems like the game is hardly using your GPU at all.

Beyond that, all I can recommend is making sure you have the latest driver and if you do, you can try removing the driver completely with DDU and reinstalling
