83 will be the targeted temperature, so when it's hotter (ambient temp) the card will be around 81

He's wrong
He's talking about keeping it at that temperature for longetivity which is also true but mostly wrong
He's plain wrong with modern chips that measure die temps anyway
83 is a target temperature and no card can keep itself cool when ambient temperature is high, only way to achieve lower temps is air-conditioning
(Slightly off topic: the temps reported by Intel CPUs, as well as NVIDIA and AMD GPUs, aren't necessarily the highest measured)

Some parts can and do ring higher temps
it shows 68 celcius
However what is being reported is the important bit anyway
