that loose cable at the bottom of the last pic is HDMI that I used to check if the cable was the problem

@quick island you might have missed my previous message, so here's a tiny reminder
I used guru3D's DDU and it didn't help
Now download hwinfo, install it, start it in sensors-only mode, and show me the CPU temperatures.
Is the hdmi plugged into the motherboard or gpu?
hdmi is not plugged into anything, DP is plugged into gpu
play a game in windowed mode and check the numbers again

That gives me an hint that you're utilizing 0fan mode
If you're not using gpu tweak I'd uninstall it
So the two programs don't interfere as they aim to do the same thing (control the GPU clocks if overclockign/undervolting and fan settings)

And now that I look at it, it completely disables fan adjustment
Pretty high indication of a faulty GPU

I'd also advise not to play anything till we if it indeed is faulty

under fur mark vs idling
if I leave fur mark for like 10 minutes it goes up to 90C and starts blowing fans at full speed until I entirely shut down the PC

You should be able to control the fans and the button is completely disabled which isn't a good sign
But there are programs that do interfere with the controls
Removed anything asus related and I'll tell you what to remove next if I suspect anything after I take a look at running programs screenshot
Also disable fast startup in windows power settings

Update windows as well, shouldn't matter but who knows then restart your PC and check
If that doesn't solve it then send the pic of inside of your PC case, especially the GPU
And IF that looks fine then I can only recommend resetting BIOS and further contacting card manufacturer/do the warranty if needed

Before resetting BIOS send me a shot from inside of your case, gpu mostly and make sure it's well lit

Right now I can only recommend checking the BIOS for any related settings to the GPU fan (most have the setting for CPU but not sure if there's some weird GPU setting), there most likely isn't and shouldn't be but who knows
If there's none then change PCIE version from auto to something else and check, if that doesn't work then reset BIOS
And check for BIOS update as well, you can just check the listed fixes (if there's nothing related to PCIE/GPU you don't have to install) just in case there's something with the BIOS
If the fans don't work even after all that then honestly I'd get in contact with card manufacturer and do the warranty
