Factory reset your monitor
Use the monitor's osd.
Don't know how? Check its manual.
Assuming the monitor itself isn't somehow broken, this will revert it to the state it was when you first turned it on.
Not an issue. Online PDF versions exist.
Google your monitor's model name.
(If you want to, and have access to a printer, feel free to print it out)
As an example...
HP ProDisplay P240va user manual
(Brand name, model name, then the words "user manual")
Both "friendly" and "letter soup" names for the model name work
Look for a section describing the OSD or menu.
Then go through every page until you find a (factory) reset/restore defaults
Yes.
At this point, if you have reset the monitor settings, the issue is extremely unlikely to be the monitor. Do you have another thing that can output to this monitor?
(Try laptops or the Nintendo Switch)
(They have built in displays for reference)
So the problem is somewhere in the pc if a laptop displays correctly. Can you check if there's a colour profile attached to the display?
What Windows version
Then most likely a monitor issue
But first to ask. The video is not washed out while watching the video through same monitor or different monitor?
System > Display > Advanced display > Display adaptor properties for Display [# of affected display] > Colour Management > Colour Management...
