Did you undervolt your video card?

Stop doing that and see if it clears up. (You will need to restart the game, though, as the corruption is persistent.)

I have graphics glitches sometimes but never that bad

most of the time it just says my drivers were blocked

and my game flickers (Whatever game I'm playing at the time)

Graphics glitches are NOT normal, especially not on a video card running at default clocks and voltage.

It happens every month or so

My game freezes for a second, goes white, then says my drivers were blocked

The number of times a video card should glitch in its life is 0

This sounds like card instability

Stop troubleshooting and get the video card replaced under warranty. (Since you're playing Portal RTX, I'm going to assume it's a 30 series or newer. None of these cards are out of warranty if they were bought new.)

Alright. Not much we can do other than to use your warranty as it's very unlikely to be fixable by software.

[In the meantime, use MSI Afterburner to reduce GPU core and VRAM clock speeds and see if glitches/TDRs stop. Card is still considered faulty as it doesn't function at default settings.]

Core Clock (MHz) and Memory Clock (MHz).

First, try -75 and -500 respectively.

If you can't set it that low, use the lowest available
