How many sticks of RAM did you plug in, 3 or 4?
And also you do have 32 GB

32GB - 398MB reserved = 32370MB total usable RAM (31.6GB)
31.6GB - 4.8GB in use = 26.8GB available
Everything looks fine.
[As a note, you can see the total amount of accessible RAM by looking at the left hand corner, where the "Memory" and a small graph is. The number should be something like 4.8/31.6 here.
The number after the / is your total accessible
As mymphilda said. It'll become available when your game needs more than 26 GB. Not used RAM is a wasted RAM, the more RAM you have the more Windows will use.
You are using 4.6gb for OS, 28.8 is free, giving a total of 31.6gb. The 400mb is probably overhead, no memory (ddr4 or ssd) is 100% usable

Make sure to have the 16GB stick in slot A2 and the 2 8GB sticks in B1 and B2. Don't put a 8GB stick in A1. This will ensure that your RAM stays fully dual channel without major issues.
(Sum of RAM in channel A = sum of RAM in channel B.)
