at that time stamp hes using 1080 ultra settings + dlss on quality, he keeps hovering around 90 fps but if i do the same i hover around maybe 65

What's your monitor's display refresh rate, and is it VRR? (G-Sync, FreeSync, VESA Adaptive Sync)
58% total usage is pretty high btw considering a hyperthreaded hexacore
Something is preventing the game from running faster than your GPU actually allows. Which means either vsync, frame limits, or CPU
New games are pretty harsh on the CPU.
its a 1080p 60hz monitor but could be set to 75hz (dont know what thats abt since its a 60hz but alr) i believe its g-sync or freesync but im not sure i could try to find the monitor and check its specs again
Game might be not running any faster than around 70Hz then if vsync is on. (Check your monitor specs.)
i normally use v-sync on 60 since i use a 60hz monitor therefor a 60 fps cap would cause famr tearing, but for testing including that screenshot i turned v-sync of, same goes for any type of fps cap

yeh but all of them on installed on my hhd, this game specifically is installed on my ssd since they said it will run better

You could try setting your cache folder to a bigger size in nvidia control panel as I have no idea how big cache is at default
Set shader cache size to 1 gb
And test the game, if it is the same you can either keep it or set it back to default, however you prefer

And trying turning off tpm in BIOS

If you plan on using it then you can turn it back on, but you'll have to stay below your refresh rate for it to work

a VRR monitor with displayport and at least a 120hz refresh rate can help with both motion clarity at high fps, smoothness at low fps, and eliminates tearing thoroughout
note: the freesync range should be something akin to 48-120 at a minimum. a good rule of thumb that the display isn't terrible at VRR is that it:
- has g-sync compatible certification OR
- has freesync premium certification OR
- the display's maximum refresh rate when VRR is turned on is at least 2.5x of the minimum (e.g. 48Hz-120Hz, where 120Hz is 2.5x 48Hz) (if the monitor's minimum is 60, the upper bound should be 150.) (this ensures that the monitor can do LFC in all situations)
Also keep in mind that most VA panels flicker brightness with freesync
