I’ve tried many things like putting experience into experimental mode, reinstalled my drivers, etc. but nothing has made this option appear

Do you have a high refresh rate screen? I've read that some screens (especially HDMI 2.1 ones) can have the option not appear, if you have an HDMI 2.1 monitor try lowering refresh rate to 120hz

Could also try just lowering to 120hz even if you're using DP

When I try to lower the refresh rate I have to switch it to “preform scaling on display” otherwise the only option is 144hz and when I switch it to 120 when it’s set to display it switches right back to 144

And I do use DP
