Try opening the intel graphics control panel (idk what it's called) and seeing if the option for 144hz shows up there

i did try to update drivers from device manager and they are all up to date. do i still need to download these?

Usually don't, but for iGPU and dGPU I do recommend grabbing the driver directly from the related vendor instead of depending on Microsoft updates bring it in
well i contacted the seller
and he said to update some stuff manually but in the end he said to check display from system information and it was infact 60hz
looks like he didnt know either. hopefully i will be able to get a refund or replacement
