Create shortcut to some other key and see if it works also go in gfe and turn it off and back on, check if it starts working.

Well, some apps just don't work with nvidia overlay, that is nothing on nvidia part i believe

Fivem is weird with it, they disabled it like 2 years ago and now you have to do stupid fixes

You could try putting the game to “boarderless windowed” to start the recording and put it back to full screen and just edit out the beginning
