Can you try:
- Restarting Windows
- If it continues try reinstalling OBS 28.1.1
- If it still continues try version 28.0.3 (https://github.com/obsproject/obs-studio/releases/download/28.0.3/OBS-Studio-28.0.3-Full-Installer-x64.exe )

i installed from the ubuntu software center but the display selection menu is not loading after that i installed it via deb package from obs website but getting nvenc error
