good news is this is nothing to worry about. Your system is essentially telling you "before doing this update, make a backup (snapshot) so if something breaks you can undo it"
do you have an app called timeshift on your PC?

Actually, you can probably follow this guide to help you set up a backup using timeshift. Once you have a timeshift backup completed, that error will go away and you'll be able to update properly

it appears as though you installed non official stuff, maybe through a PPA? that's what's stopping you from doing a system upgrade

One method I'm seeing online is to use the software sources program, under maintenance you could select and downgrade foreign packages, that may be your solution?
as long as you got that timeshift snapshot (backup) you should be good if anything goes wrong (I think)

I'll be honest, I don't really use Mint so I'm a little lost on how to resolve held broken packages. Someone may be able to assist you to resolve/clear this up shortly

damin here is currently unable to upgrade their system due to held broken packages. skimming the convo in this thread may be useful to understand the steps taken (they've made a timeshift snapshot before attempting to downgrade the packages for the system upgrade)

a PPA is a third party or unofficial release of software that you've gone out of your way to add (this is a pretty big simplification)
can you remember ever running a command of something like apt-add-repository or something like that?

in your home directory, you should have a (hidden) file called .bash_history, if you could open that up in a text editor and find any lines that include that fore mentioned command it may assist us in helping you get this resolved.
if anyone else is reading along, I believe knowing what PPA's they added could help move forward in resolving this issue? Feel free to correct me if I'm wrong. I've spent a little too much time in the world of immutable to deal with dependency hell

in your file manager, you should have an option in the top right dropdown menu to show hidden files

yup that'll do it. Those are the PPA's you added. Hoping that's most/all the info needed to help get this resolved though someone else will have to help from here
@peak thistle bad news. i'd reinstall and i've been an avid linux user for 3 years now. you'd have to manually search for and find every stray package to fix this.
leave it for a day or two to see if someone has experience with this specific set of issues
then reinstall if no one can solve it
I'd try removing the kisak mesa ppa first since that's the repo of which packages are causing apt errors, the repo has instructions for the removal and even recommends doing so before upgrades: https://launchpad.net/~kisak/+archive/ubuntu/kisak-mesa
