I downloaded tekken 3 usa, using it with swan station, i replaced the save file with the one I downloaded changing the extension to .mcr but it still doesn’t work. Help i can’t find anythint online about it i’m going crazy.

Save file needs to exactly match the name it expects, save the game first normally, copy the filename exactly, and replace it.
If it still doesn't work it probably just means this save file isn't compatible to begin with

I’ve changed the name to match the game but i just does not work. I’ve got both the usa version of the game and the usa save file.
The extension is the same as the one retroarch uses to save file in swanstation (.mcr)
It just does not make sense

How do I convert files to .srm?
MemcardRex does not have that conversion
I changed the file name to .srm, still does not work
It loads a random save state that I did when I first booted up the game that isn’t even in the save directory

Saves are what the PS1 used, save states are an emulator feature that freezes/restores the RAM.
Changing file extensions also doesn't change the content of the file whatsoever

All the save files I can find are .gme, i need to convert them to .srm, I asked you how to do that.

From a quick search I also see results saying to use that MemcardRex program

Sharing the ROM would be illegal/against the rules here.
I'm reading that this MemcardRex programs converts .gme to .mcr (Mednafen/Beetle PSX core uses this)
If it doesn't work by renaming it to .srm just use Beetle PSX, I'd recommend that over Swanstation anyway
