#Sensitivity for joysticks and shoulder analogs on Steamdeck with Gamecube (Dolphin)

I'm having a control sensitivity issue with Retroarch + Dolphin.
If I set the analog sensitivity to about 0.7, the control sticks feel correct.
HOWEVER, the analog shoulder buttons no longer work when I do this. Those function correctly at 1.0 sensitivity.

Any idea what I can do?
Device is a Steamdeck in desktop mode.

Oh a specific example of what's not working, in Legend of Zelda Wind Waker, while I can press R to shield or jump while sailing, it does not get detected for releasing control either through the song of control or when controlling a seagull via a pear.

Am I missing an option to do this or is it not possible?

you want a semi-press but aren't able to do that at 1.0?
