For some reason my controller is doing two things at once I think. For example, I just opened up a game and when I would normally press B to shoot while it does shoot it activates the speed up function. And when I press start (or menu or whatever it’s called on the newer Xbox controllers) it says “press again to quit” as if it’s reading that as the ESC key. Any idea what’s wrong and how I can fix it?

Check hotkey settings and see what key is bound to hotkey enable
ah, this is the tell-tale symptoms of Steam's input layer intercepting gamepad events and triggering keyboard events
I downloaded the standalone RetroArch not the one from steam
doesn't matter. Steam can interfere with inputs regardless. it does it to other programs, too
it hijacks input system-side

sure, you can disable Steam's input layer on a per-game basis, or simply exit out of Steam
*you can't just X out of it, though, as it will stay active in your taskbar. You have to actually exit it via the menu

Honestly, I think I've had similar issues.
Someone might want to try to fix that, seeing as Steam hijacking the Standalone RetroArch can be frustrating.
