tactically they are different places, but strategically resources cannot be dedicated equally
Hmm, i wonder if Indonesia's gameplay would be like the 2nd Russian Civil war. The regional releaseables would broke off in certain stages of the Escalation, and then depending on your leading political group, you can ask them to be your ally, puppeting them, or reannex them.
Also only selected groupings can core the entire Archipelago. The Javanese supremacists and Islamists would have difficulties to integrate states whose population is hostile to them, but the communists and federalists would have an easier time.
