so you end up making close to half of baku on start, which is enough for the army, navy, or airforce to run alone

plus you can trade with russia to get more oil until barbarossa

and with the new navy changes, iirc we can use coal for fuel in the navy too OR we can use petrol/diesel, meaning the navy is basically free from oil if so
