Navies operate out of home ports now, kind of like they did before. So they have less range. It also takes some time to gain superiority over a naval region. No longer can naval invade during a tick when you own it. But you also don’t lose superiority as easily.

On top of that, new naval special projects getting added. And can recruit admirals like you do with generals currently. From ships (like how generals are from divisions)
