When I think region, I think democracies would be locked to specific areas. Not able to react to territories they may have abroad

Whereas sphere can be more reactive to any territory near theirs

Though for the sake of HOI4 I feel it would actually be bad for gameplay.

I like that feature for more economic based games. But for a purely war game like HOI4 it would kinda suck. I like that democracies are kinda held back by the World Tension thing
