Communism gives no economic debuffs despite being known for being shit for exactly that reason. The Nazis were not Fascist like the Italians. There exists different types of democratic ideologies that has key differences between them.
They did give a national spirit for Austria-Hungary, but that doesn't really help if you still need high world tension.

don't all have to be high quality divisions, you can have some weaker defensive inf with only support arty and engineers
and then your assault divisions, which are your tank divisions and larger inf divisions with artillery, aa, and more support companies
Also build an air force as the USSR, that's my go to build, if you spam CAS the German forces will deorg since they already deal with supply issues

I mean, it's one thing to gobble up a small state by a much larger one, that's OK I suppose; but it's just that parts of the borders from medium-sized states like Ceará, São Paulo and Paraná are in completelly wrong places, they could have been drawn a lot better, the game wouldn't be impacted by that...
