Then go after the US. you should have about 120 divisions by late 1938.
Especially given you are fascist, you can force Canada to go fascist with you, takes a few months but is worth it.
(usually around the time you get to Aus or NZ, France has started guaranteeing everything under the sun...) this is an easy naval invasion with the 80% of your fleet that should NEVER leave the UK, and the fresh armies you ought to be producing to kill the US.
If YOU annex all of the US, you have a button to feed it to Canada, your puppet.
Then you do your best to ensure Canada is the lowest autonomy possible(build factories, infrastructure, forts whatever), then do the federation.
Canada is the only participant and extremely unlikely to say "no", especially if you have saved the PP to do the other Imperial Conference decisions.
This can all be done by the end of 1940, perhaps earlier.

You should have more than 500 factories and likely France has provided you with the incentive to kill them along the way.
