you can choose which path they take when you start the game

Use the console, tagswap to denmark, choose the focus you want them to take, tag swap back to Germany. The AI isn't smart enough to cancel focuses once they are started, so if you select a focus for them, they keep it. Make sure to pause the game prior to tag swapping since the AI will mess up your country configuration otherwise.
