If you're going for a fleet escort destroyer, fire control and sonar should be skipped. If you're going for ASW, no torpedoes, no fire control (and needs to have depth charges!).

Fleet escort is basically "fast cheap thing which maybe has a few torpedoes", ASW is "fast moderately cheap thing which has good submarine detection and depth charge stats".

Light guns prefer to target screening vessels: destroyers and light cruisers. Heavy guns prefer to target battle line ships: heavy cruisers, battleships and battlecruisers.

Light cruisers, due to having an abundance of light attack, are very good at shredding enemy screens.
