They are good just not as good. Heavy weapons dont apply as well to targets with low surface visibility. If you can get hit chance up with radar/tech/firing control you can make them do good damage but also carriers are just better at the job of killing things.

To put it into perspective, in a battle with 3 battleships that had around ~150-200 heavy attack each my 15 torpedo destroyers did more damage to enemy capitals than the battleships did. And thats like 1 of those battleships worth of IC

They were breaking through in a poorly defended part and then they caused a bulge. I fell back to a second line of forts. Besides I needed to regroup and recover my divisions. And by the time the Germans invaded, I had enough to equip a tank battalion for every infantry divisions
