Why is that?

It gives you extra supplies during a naval invasion. Normally when you naval invade, your troops assigned to the invasion will only have supplies that they carry with them, which will only last a couple of days. This is fine most of the time, but for stubborn and heavily defended shore installations, your troops could run out of supply while attacking, causing them to de-org quickly and the attack to fail. Having a floating harbor gives them extra supplies so the attack can go on longer.

However, you have to build ''floating harbors'' to use it of course.
