1. Trade for coal. You should get 8 coal per civilian factory, more if trading with subject nations.
2. Build infrastructure and high-capacity energy grids in your coal-producing provinces.
3. Research pulverized boilers (improving coal use efficiency) and extraction techs.
4. Most countries should have an industrial concern which provides a little bit of coal.

I typically use five kinds of task force:

1. Primary strike forces, consisting of 3-5 carriers, 5-7 CA/BB/BC, 4+ light cruisers, 24-32 "regular" destroyers, and 8 ASW destroyers.
2. Scout "fleets" composed of a single CL loaded with seaplanes.
3. ASW groups of 4 ASW destroyers. I've been told these won't do that great in multiplayer, and that aircraft are preferred, but they work well enough against the AI. Which, granted, AI.
4. Shore bombardment forces with 4+ regular destroyers and 1 ASW destroyer per capital ship.
5. Groups of 4-5 submarines on convoy raiding.

... now that I think about it, maybe I can skip the ASW destroyers for carrier fleets, since they should have a decent number of naval bombers, and instead fill in with more, cheaper regular destroyers.

(A budget alternative is to spam light cruisers. I'm unsure if you should mix any torpedoes in, or just load them down with a lot of light cruiser batteries)
