okay so civilian factories are the base of your economy

you use civs to build stuff like other civs, military factories, you can also use them for special decisions trading etc

around 40% of your civilan factories go to civilan stuff which means you wont use these, the other 60% would go to building, trading etc

when you get a pop up like "MEFO bills 25% consumer goods" it means that MEFO bills have increased your civilan consumer goods by 25% which means thats less building and economy for you

you can do focuses, decisons and change laws to make consumer goods factor lower

If you get a decision for exampel saying, -25% civilan consumer goods thats a good thing because it means you get 25% more consumer goods for building and whatever you want
