the reason why they shuffle is when they deorg in defense and retreat the frontline ai needs to maintain a balanced amount of division per province

if you limit cohesion you limit the distance from which the frontline ai can take divisions from, or disable it completely

They CAN be good, but have been nerfed significantly in recent patches. as Embi notes, behind rivers they can still be useful, especially if high level and protected by state AA batteries

Mod1 is load first, and next followed by Mod2,...

Definitely need to work on a lot of your basics. you should make sure you're fully supplied in the logistics tabs and constantly researching upgrades for the equipment you are using. Use infantry for defense and holding lines(don't attack with them) with probably a 14, 16, or 18 width along with engineers, support artillery, support anti-air, and a recon support. Then build a tank division mixed with motorized infantry(that you eventually change to mechanized infantry) with a focus on soft attack for the tank design, set them to 30 width(roughly 2 tank lines and 3 motorized lines) with similar support companies to the infantry. Make roughly 6 offense divisions and use them to take tiles one at a time trying to cut the enemy off from their capital(encircling them). If you're units start showing red supply boxes, it also means they are suffering from attrition, to fix this you need to have proper railways, trains, and supply points. Lastly, make sure to keep an airforce active.
