initiative is useful if you're facing divisions with very high atk stats, which the AI NEVER has
the reason for initiative maxing is because once a div gets knocked out of a fight, it increases the chance for another div to reinforce each hour. Except, against AI, not only won't you ever get reinforced meme as long as you do the base radio techs and don't die from lack of supply, but it's especially true with small divs which create a org wall, way harder to reinforce-meme out of a tile (because there's more divs, meaning more org, meaning it takes more time to push them since AI divs don't have enough stats to burst through them)

yes of course, but if you want divs that can attack effectively you want more breakthrough and you want the div to be larger so it has more stats + doesn't spread damage too much

you should use a medium flame tank company on which you stack breakthrough, like this (see pic, just don't aim for more speed than 4km/h since that's the max speed of inf)
OR, if you can't afford that, make these divs cheaper (logistic is especially useless there considering you don't seem to have individual excellence subdoctrine
rocket arty is high cost for low stats and you're lacking anti air support which is essential in almost all situations
recon rangers are good, but not required to defend
hospital is good too but only worth it if your div is attacking, has limited HP (which it doesn't since it's inf) or if you're very limited in term of manpower reserves
