As said above - chaange the home base. But naval supply is messed up and you may not be able to supply the ships if you are a major naval power. I modded the common units folder for the ship types so that they use almost no supply - it makes it possible for ships to go out and fight + they are not out of supply even near a size 10 naval base.

there are some things you can improve to better crush the soviet union :
Firstly, your tank division is very good, however there are too much SPGs, replace the third line with mechanizeds and it'll be perfect
^ The reason why it's better to have more mechanizeds than SPGs on a division like that is to optimize your organization & your defenses
I notice that you have a MASSIVE surplus of infantry equipment, don't hesitate to upgrade your infantry division by adding like 5-6 batallions, this will do better against the Soviet Mass Mob
Your researchs are great, don't hesitate to focus on a navy now!
Use your 3k fighters currently sitting in your stockpile and max out your air bases, also you can just assign your fighters to your divisions, the AI will do your dirty work for you!

the main issues i see here is that you have 3k spgs deficit, so your tank divisions probably don't have many tanks in them, that you need to hold shift for your frontline, because the game default to separate it for each general which is messy. also, some supply issues.
your infantry units could he better as well, there are useful support companies you can add. also, what are your doctrines?
