Maybe you’re just building factories wrong?

Build infrastructure to 100% in the states with the most building slots, build civs there, then use those civs to fund more infrastructure in high building slot states where you can then start building mils.

You should rarely build factories in states without 100% infrastructure as Germany because you have really good states that have the building slots to make it worth it.
