Mb, the actual answer is that they were never meant to be one. They’re supposed to be independent

They have a bad opinion because you occupy around half of their country, and countries dislike you the more of their core territory you own

While you do have the option to annex them, or alternatively returning the occupied land(except for Alsace-Lorraine) when they ask for it back, they aren’t meant to be your puppet.

You can increase civ and military factory construction speed by increasing your economy law from civ eco up to whatever the highest option available to you is.
