Before ncns patch and changes, they actually used their kido butai, 4cv-s and lot of heavy ships to counter my feelts. my subs hunted, my convoys were getting raided. Actual challenge, and it felt rewarding beating it.
After ncns : yes i get enconters, but with very small and very weak ships, which are easy to beat. Their heavy ships are not sitting in port because of repairs, because i never encounter them in the first place.
I'm very certan this is a bug, or bad AI mechanics. They don't use their bigs ships

i just beat the british navy with my german navy just few days ago, which should be impossible. and they behaved the same. there were resistance yes, but the big ships were nowhere to be seen. i could establish naval dominance in the english channel, and invade the island without proper resistance. this should not be possible if they actually used their ships.
and no, they were not at the mediterrian, or anywhere else, because i didn't invite the italians to the axis. i was fighting them on my own.

But yeah forest rangers are good if you're playing with the traditional set of WWII nations with fighting concentrated in Europe and jungle Southeast Asia
