And you dont need a lot of heavy attack since there will be more screens than capitals in any given battle. So investing into light attack via cruisers makes more sense than having torps on dds

hoi4 mods are only scripts that are locked down to clausewitz's limits, it cant have external apis unless you hook into the process memory yourself and do some ASM shenadigans
