Just formed an actual broken nation by 1944 (could've been earlier, it was my first test run)
Did it cavalry only and it was quite easy to defeat China, Japan, Soviets

I went with Sinkiang
=> Breakaway Khumul
=> Form Yettishar
=> Become Chagatai horde
=> Fight China, become China
=> Become Chinese Empire
=> Form Turkic Khaganate
=> Form Greater Mongol Empire

Just the national spirits and leader alone gave:
+25% Cav ATK and DEF
+15% Div ATK and DEF
+20% Core ATK and DEF
If you go down the warlord branch a bit further before proclaiming china, you can get even more buffs

Also I get 0.16 army XP from doing nothing kek
2.7 pp/day, so I can puppet annex in 4 months

If you want more details I can explain, it's an extremely fun playtrough

and the 1/24 slots for generals is for up to 24 divisions each
